Denver Post, Greg Griffin - U.S. Chamber of Commerce chief executive Tom Donohue on Thursday called for quick government action to enable businesses to create jobs.
During the Colorado Association of Commerce and Industry's annual meeting at the Seawell Grand Ballroom at the Denver Performing Arts Complex, Donohue advocated a 10-cent increase in the federal fuel tax to fund infrastructure improvements. To promote tourism, he said, foreign visitors should be treated better by security and customs agencies.

Denver Business Journal, Ed Sealover - The federal government must think about how it can help the private sector create jobs in every policy decision it makes — including what should be a push to raise the federal gas tax to spur construction jobs, U.S. Chamber of Commerce President/CEO Tom Donohue told a Denver crowd Thursday.
“After 18 years of not raising the federal fuel tax — and, by the way, is anybody driving a car that gets the same gas mileage you got 18 years ago? — it’s time for a small fuel tax increase,” Donohue told the Colorado Association of Commerce and Industry annual meeting. “A dime won’t hurt you to start with. And if you did that, it would put a lot of people to work.”

May 6, 2011 - Tax reform stalled once again
Ed Sealover, Denver Business Journal - For the third consecutive year, Colorado lawmakers have failed to pass significant business personal property tax (BPPT) reform, one of the biggest items on the legislative agendas of state business organizations...
Chuck Berry, president of the Colorado Association of Commerce and Industry (CACI), agreed and said the best thing the business community can do is be hesitant to endorse future tax hikes or revenue-retention measures without a legislative commitment for BPPT reform.
Businesses were given back a portion of their BPPT payments before the business-backed Referendum C passed in 2005.
CACI will continue to give tours of industrial plants to legislators this summer and emphasize that the BPPT acts as a major disincentive to purchasing the equipment needed for companies to expand and offer jobs, he said. CACI also will remind lawmakers that the subject was important enough for study by interim legislative committees in 2004 and 2009.

But Larry Hudson, lobbyist for the Colorado Association of Commerce and Industry, reiterated his earlier testimony to a Senate committee that the bill duplicated a current law and gave “draconian” power to a state agency to pull a lucrative contract. May 4, 2011 - Colorado health insurance exchanges get initial OK in House
The Denver Post, Tim Hoover - A bill that would set up health insurance exchanges in Colorado won initial approval in the Republican-led House on Tuesday, though the voice vote in favor of the bill didn't reflect the considerable GOP opposition.
Five of the state's major business groups — the Colorado Association of Commerce and Industry, the Denver Metro Chamber of Commerce, the Colorado Competitive Council, Colorado Concern and the state chapter of the National Federation of Independent Businesses — urged support of the legislation. And in an unusual appeal to a state legislature, the U.S. Chamber of Commerce wrote a letter to Boyd and Stephens urging passage of the bill.

Denver Business Journal - Colorado Gov. John Hickenlooper has hired Tim Wolf, a former Coors Brewing Co. executive, to examine the state government and recommend places where he can find efficiencies and make cuts.
CACI President Chuck Berry lauded the initiative after the new governor’s speech to a luncheon at the Brown Palace. If the state government can be more efficient, it is less likely that it will look to raise business fees or eliminate tax credits in order to fund its services, he said.

Denver Post - Representatives of the Colorado Association of Commerce & Industry contend it's improper to tax a manufacturing input, which is used to create a retail product that is taxed again. They call it double taxation, and we find that argument persuasive.
They also say that, as originally formulated, the lack of taxes on industrial energy consumption was an exclusion, not an exemption. If that is the case, it would seem lawmakers could wade into legal trouble with this bill.

Rocky Mountain News - The state chamber of commerce endorsed a right-to-work ballot initiative Thursday, ratcheting up the rhetoric in a looming battle between business and labor in this fall's election.
The Colorado Association of Commerce and Industry, known as CACI, says it's reacting to a half-dozen possible ballot initiatives backed by the state's labor unions. The proposed initiatives restrict employers' ability to fire workers and create new liabilities for corporate executives for criminal action.
