Ritter Administration Officials Discuss Tax Matters with CACI
Tax Council
This morning, the CACI Tax Council heard from Todd Saliman,
Director of the Governor’s Office of State Planning and
Budgeting, about Governor Bill Ritter’s FY 2010-2011 budget
proposal, which includes eliminating or suspending 13 business
tax exemptions, exclusions and credits.
The Governor’s Office says that suspending or eliminating the
exemptions/credits/exclusions will bring require the business
community to pay $132 million in additional taxes in the effort
by the Governor and the legislature to balance the state budget
next year. Colorado has 100 business tax exemptions.

Executive Director of the Colorado Department of Revenue,
reviewed her Department’s 2010 legislative agenda and answered
questions on regulations, legislation and the potential
implementation of the Governor’s proposed elimination and
suspension of the 13 business tax exemptions/credits/exclusions.
CACI Hires New Lobbyist to Strengthen Efforts at the State
Capitol for the 2010 Legislative Session
CACI recently hired Dan Anglin to join the CACI lobbying team as
a Governmental Affairs Representative. One of Dan’s primary
responsibilities will be to staff the CACI HealthCare Council
and lobby health-care policy issues.
Dan spent two years as a member of the Legislative Council Staff
of the Colorado General Assembly. As a member of Legislative
Council, he conducted nonpartisan statutory research, resolved
constituent concerns for all 100 members of the General Assembly
and drafted analyses for the State Ballot Information Booklet
(Blue Book).
Before moving to Colorado, Dan worked in Arizona as a lobbyist
for the Tucson Association of Realtors, where he represented the
interests of more than 5,000 members on local issues facing the
industry. Prior to lobbying, he worked for the Arizona State
Legislature, serving as staff for the Arizona State Senate
Committee of Natural Resources and Rural Affairs.
Dan is a veteran of the United States Marine Corps, having
served from 1988 to 1992. He holds a B.A. from the University

CACI Members Urged to Contribute to CACI’s Small-Donor Political
Action Committee by Year’s End
Under Colorado’s campaign finance laws, an individual can
contribute $50 per calendar year to a small-donor political
action committee. Any individual can thus contribute to CACI’s
small-donor committee, The Colorado Prosperity Fund.
Please mail personal checks made out to The Colorado
Prosperity Fund to the CACI Office to the attention of Dan
Pilcher. CACI’s small-donor committee contribution can be an
important factor for various reasons in the financial support of
a pro-business legislative candidate in a tight race. In the
2008 elections, the CACI Prosperity Fund supported six
legislative candidates in key races.
CACI’s long-standing political action committee, The Colorado
Business Political Action Committee (CBPAC), can only give
$400 per legislative candidate over the two-year 2009-2010
election cycle. Individuals and companies can only contribute
$500 during this period to a political action committee. CACI

CACI Manufacturers’ Coalition Continues to Expand as Part of
CACI’s Initiative to Oppose Efforts to Eliminate Tax Incentives
Critical to Colorado Businesses
As CACI has been publicizing weeks, some state legislators are
seeking to eliminate various tax exemptions to increase revenue
to help them balance the 2010-2011 state budget because the
recession has severely decreased tax revenues. Meanwhile,
Governor Bill Ritter targeted 13 of these for suspension or
elimination in his proposed 2010-2011 budget.
Consequently, CACI launched an initiative to organize
manufactures across the state into a coalition that will fight
proposals by legislators during the 2010 session to eliminate
these incentives:
Under this new initiative, CACI manufacturers are reaching out
to their suppliers, customers and other manufacturers to urge
them to join CACI’s manufacturing coalition to help CACI fight
legislative efforts to do away with these important tax

Although manufacturing employment in Colorado and in the U.S. in
general, has been shrinking for years, it nonetheless remains an
important part of the state’s economic foundation because it
creates wealth within Colorado with the export of goods and
services out of the state, which brings money back onto the
state. Because of this, manufacturing is often called a
“primary jobs” industry by state and local development
officials. States universally target manufacturing with
economic development policies that seek to increase the
competitiveness of this critical sector.

Mark Your Calendars: CACI Annual Business Day at the Legislature
Set for January 28th
Focusing on the 2010 session of the Colorado General Assembly,
CACI’s Annual Business Day at the Legislature is scheduled for
January 28th at The Brown Palace Hotel. The Luncheon
will be from 12 Noon until 1:30 p.m. and will feature key
legislative leaders. In addition, the 2 p.m.--3 p.m. session in
the Old Supreme Court Chamber at the Colorado State Capitol with
CACI members will feature a panel of minority and majority
